Old Baxter Road is a major thoroughfare in the City of Chesterfield. The proposed renovation project involved complete reconstruction of 2000 feet of roadway, new curb and gutters, enclosing open storm sewers, accessibility modifications to existing sidewalks, topographical design survey, right-of-way plan, and construction staking services. KdG prepared a value engineering study that would evaluate selective pavement improvements as an option to the intended total roadway replacement. As a result, approximately 90% of the existing roadway was reused with improved areas receiving a new profile, new storm sewers were installed, the roadway was widened on one side, and sidewalks were added. Water runoff, which historically collected in front of homes, was collected and routed underground. This design saved the City $180,000 in construction cost and greatly increased public safety by keeping the roadway intact until the final overlay was installed, and construction time was reduced by several months.
